  Wonderful in-depth information and interesting views, as always! What were the reasons for them never finishing the Charleroi network? Some political change of heart?

  The Metro Leger was a political expedient to try and reverse industrial decline, but money eventually ran out. It was built to very high standards, so it would be easy to convert to full metro later. But, at the same time, passenger demand was collapsing, simply because people no longer needed to get to work at the factories and mines. You can see this today at most of the stations - on a vast scale, but something is missing - passengers! Trams no longer travel the streets where people live, so aren't much used.   These trams are being rebuilt slowly one by one. Soon the full fleet will be operationnal for the first time since delivery in the 80s. Except those destroyed of course...
