5 june 2009 - Liege (BE) – museum Natalis. Another SNCV bus from the Liege district, used as a Vicinal tramway replacement. This museum is a very good place to visit for anyone interested in transport history.

Sorry, I don't know. Other vicinal buses had these - see http://www.phototrans.eu/14,339282,0.html. Maybe just extra protection? Very strange.....
Could be for towing - you loop the rope around both and pull the bus that way...

Maybe the brakes are VERY good - the bus stands on it's nose.....?
