  I can see a fleet number "643" on the front 0f the first 280. This could indicate that the vehicle was rather new, since another 643 had been sold to Dresden in 1988.

  As far I know. In GDR all new buses were purchased to Berlin and after few years moved to other cities.

  Yes. Several of them, at least. Some of the Ikarus photos included here from Rostock are actually ex. Berlin. They even some times kept the BVB colours, see e.g. photo from Schwerin.

  I found a bus with similar number, 494 644, purchased in 1989 as a replacement for an old 494 644 sold to Dresden. http://fotobus.msk.ru/vehicle/68571/#n577991

  They have probably also put a new 494 643 into service. I could complete a bit of the Berlin list "backwards" by means of some of the vehicles sold to Rostock, but there a so many more.
