I saw it already in 1999 in Vilnius. The body is from Vestfold Bil & Karosseri A/S (VBK), which was a major producer of autobus bodies to Scandinavian operators. Interesting to meet such a vehicle in Lithuania.
It was a gift from Norway along with Scania - 070, 071, 072; Repstad - 073, 075; Horten / Saffle - 076. But it is really interesting, how it could get number plates (RVD140) newer than minibus from trolleybus depot (RVD096, RVA***, etc.) which were built in 2001!
I have took a closer look to this photo and now I see 2 more things which indicate that this photo was not made in 1999. 1) plate numbers from year 2001; 2) in 1999 route 26 was not running to the bus/train stations; 3) Ford Transit minibus in the background wasn`t produced in 1999; first such minibuses were first bought by Transrevis in 2002. My guess is that you made this photo the same time as this one: http://phototrans.eu/14,743945,0,__koda_9TrH29_1394.html - in 2003.
