Buses with "pusher axle" are really quite rare in most of Europe, but there are many of them in UK and Ireland. Why they built them like this for the traffic in Copenhagen is unknown, but it seems that they have worked well. I do however not think they will work very well on proper winter roads, but that's no problem with this one.
Well, it all depends on if the middle axle is liftable, which I doubt since it was built for a place without proper winter. Nearly all 3-axle buses in Norway have the possibility to lift one axle to give the other one more ground force, so it can get loose on snow and ice. I also believe that a non-turning axle like that will make the steering a bit unpredictable, compared to those with a turning third axle.
