TTC do the work themselves. The work is required because of route expansion and issues with the batteries in the hybrids.
The CPTDB Wikipedia says "Due to reliability of the sealed lead acid (SLA) energy storage batteries, these buses are having the batteries replaced with Lithium ion batteries by MTB and Jet (automotive technology company) starting a few months into 2009. The new batteries' housing are the rounded covers used by Orion. "

Rather than 4 years the lead acid seem to be failing in some cases between 1 and 2. There seems to be some confidential issues referenced plus details of some new diesel buses. It also references the 2nd rebuild of 52 GM New Looks (1982-1983 builds). Most new TTC buses are from Orion so it might be interesting if those diesel buses go to New Flyer.
