As I am just a few months older than this bus, I'm too young to know, really. Why they would have front-engine on a normal bus is just of old habit, I guess. On the cargo buses on the other hand, having the engine in front was probably nice, so you didn't have to have mid-engine, which is of course more difficult to service. I think both Volvo and Scania made front-engine buses until around 1980-82, but they were probably not available on all markets.
