As I see, "rebody" is very popular in Finland But I don't know why... (Ikarus also made this kind of vehicles.)
Some buses have a low mileage and the body is in a bad shape, then rebodying it is cheaper than buying a complete new bus. Rebodying was quite common in Norway too many years ago, but is no longer any good, as requirements on age and emissions make even fairly new buses unusable in some traffic. The only rebodying done recent years has been done on wrecked buses, where all the chassi components have been intact. The difference in Finland is that they still don't have any age requirements.
