Przede wszystkim to muszą zmodernizować sieć trakcyjną, myślę że mentalność niedużo ma wspólnego z tak niską prędkością.

Nie wiem czym się technicznie różni sieć w Kownie od wileńskiej, ale w Wilnie "tryb pieszy" na łukach stosowany był i w nowych solarisach i w starszych pojazdach. Stawiam jednak, że sposób jazdy wynikał ze stanu sieci lub, co też jest możliwe, z przyzwyczajenia. Ale takie przypadki, o których Jacek piszesz i w Gdyni miały miejsce
Kaunas has got many modern intersections which you can cross on a high speed. In Vilnius everything is not far from 1956: infrastructure, driver mentality and timetables. Our trolleybus can be fast on straight sections when there is a delay and driver actually knows how to drive but that`s rare :(
Those "green changes" you saw are most probably related to the new strategy for expansion and modernization of Vilnius public transport for year 2030. Goal is to buy electric buses, new trolleybuses (including articulated) with autonomous drive, modernize infrastructure ("fast" switches and intersections) and remove trolley wires in some parts of the city (autonomous drive would be used there). Currently there are absolutely no actual visible steps made towards this goal.
