In the days when many bus companies were owned by local councils, some smaller towns in UK joined together to provide local bus services, like Burnley, Colne and Nelson, three industrial towns in Lancashire. Like lots of local councils, they still bought very old-fashioned buses, long after other operators had started to buy much more modern-looking vehicles.
